Before you begin

Launch Premiere Pro and create a new project. Import your selected media to the Timeline panel.

    1. Select Clip > Video Options > Time Interpolation > Frame Blending or Frame Sampling.
    2. Open the Speed/Duration dialog box and use the Time Interpolation drop-down.
    3. Open the Export Settings dialog and use the Time Interpolation drop-down (only applicable to exported media).

In some footage, using Optical Flow to create smoother motion does not produce the desired results. In such scenarios, you can use one of the other time interpolation options – Frame Sampling or Frame Blending.

Frame Sampling repeats or removes frames as required to reach the desired speed. Frame Blending repeats frames, and it also blends between them as required to help smooth out the motion.

Result

You’ll be able to use the Frame Sampling or Frame Blending options according to your needs.
