Error 199 causes launch failure

Error 199 occurs when the app cannot launch automatically due to leftover files or configuration issues from a previous installation. This error primarily occurs in Photoshop Elements and Premiere Elements.

Leftover files from previous installation may be blocking the launch

Follow these steps to resolve the error:

Go to Control Panel > Programs > Uninstall a program.

Uninstall the app. Make sure that the folder C:\Program Files\Adobe doesn't contain any files or folders for the app. 

Go to C:\Program Files (x86)\Common Files\Adobe, and then rename Adobe Desktop Common to Adobe Desktop Common.old.

Install the app again.

Alternatively, you can uninstall the older version of the app, and then install the latest version.
