On the Lightroom on the web homepage, select All Photos.

You can assign from zero to five star ratings to images.

Select an image to open it in detail view, and then select the icon.

Select the first star to assign a one-star rating, select two stars to assign a two-star rating, and so forth.
Note:
You can search photos based on the flags and ratings.
