Assign designers a product profile for Adobe Stock with a credit quota of 0. This lets them identify and download already licensed assets and download previews of new assets, but not license new ones. If a designer with this profile tries to license an asset, they see an error message explaining they don't have permission.

Learn how to configure Adobe Stock License Approval so designated users can review and approve asset licensing requests before users consume Adobe Stock credits.
Use License Approval when your organization requires approval before users can license Adobe Stock assets. For example, an agency can allow designers to use watermarked preview assets while requiring Creative Directors to approve licensing requests. Admin Console lets administrators configure approval workflows and manage access for different users.
Note
This workflow requires Adobe Stock for enterprise and Creative Cloud for enterprise.
Configure the Adobe Admin Console
If you're a Creative Cloud for enterprise administrator, configure the Admin Console so only Art Buyers can license Adobe Stock assets.
Assign Art Buyers a product profile for Adobe Stock with available credits, so they can license assets on a designer's behalf.

Send your project for approval
As the designer, follow these steps to build your project with Adobe Stock previews and send it to an Art Buyer for approval and licensing. The following steps show a project created in Adobe Photoshop, but the same workflow applies to any Creative Cloud application that supports Adobe Stock.
Choose Window > Libraries.
Choose Adobe Stock from the drop-down list in the Libraries panel. To search for Adobe Stock assets, enter a keyword in the search box.
Select the Download button to add an asset preview to the selected library. Most previews are watermarked, but some Adobe Stock for enterprise profiles include access to optional unwatermarked, high-resolution comps.
Drag the asset from the library into the composition.
After creating the project, select all layers, select Add Content, and select Graphic in the Libraries panel. The document is added to your library as a single PSD file.
Keep the Adobe Stock asset preview in your library at this stage. Don't delete it.
Select the Stock icon in the Libraries panel and choose Collaborate.
Enter the Art Buyer's email and an optional message, then send the invitation.
An email and a desktop notification (if Creative Cloud is running) are sent to the Art Buyer. They must select Accept in the email or in the Creative Cloud application before they can see your library and license your assets.

Approve and license the assets
As the Art Buyer, follow these steps to review and license the assets a designer has sent you.
Select Accept in the email or in the Creative Cloud application to accept the designer's invitation. You can now view the designer's library in the Libraries panel.
Double-click the document in the library to open it.
Right-click (Windows) or Control-click (Mac OS) the thumbnails of Adobe Stock assets in the Libraries panel and choose License from the context menu.
Select Ok.
Once licensed, each asset preview is automatically replaced by an HD, non-watermarked file, and a Licensed badge appears on its thumbnail in the Libraries panel.
To replace the watermarked image with the licensed file in the designer's document, do one of the following:
- Right-click the Adobe Stock asset layer and choose Update Modified Content from the context menu.
- Right-click the Adobe Stock asset layer and choose Relink To Graphic Library from the context menu. Then, select the corresponding asset with the licensed badge using the Libraries panel and select Relink.
