Solution 1: Remove the OPM.db file

Remove the OPM.db file from C:\Users\{user_name}\AppData\Local\Adobe\OOBE\.

Navigate to C:\Program Files (x86)\Adobe\Adobe Creative Cloud\ACC\.

Right-click Creative Cloud.exe and choose Properties.

On the Compatibility tab, check Run in 256 colors and select Apply.

Sign in to the Creative Cloud desktop app with your Adobe ID and password.

Close the Creative Cloud desktop app.

Remove the check for Run in 256 colors from the Compatibility tab under Properties.

Restart the Creative Cloud desktop app.
